A lowercase redirect breaks indexing of URLs with non-ASCII characters: a Googlebot test
The common SEO advice “redirect all URLs to lowercase” also lowercases the hex digits of percent-encoding in URLs with non-ASCII characters. Googlebot then loops and never reaches the page, while a browser opens it without trouble.
